How is it possible for cheap items in Australia to have free shipping?

How is it possible for the $4.95 item in NSW to have free aus post shipping to all of australia:

I am trying to sell on ebay and the minimum for aus post shipping is $8.00.

It depends on how items are being sent. A lot of items can be sent as large letters, which can be $2.20 to post, depending on weight.

 

Or it could be a loss-leader. Or it could be sourced from a country that charges almost nothing to post exports. In which case AP and the Australian taxpayer cover the difference.

Who knows?

Maybe it is a loss leader....maybe the cost of postage is built into the item price....or maybe he is dropshipping from China where it is still possible to get free postage.
