How to file a complaint on a seller for lack of help to resolve damaged goods on delivery

Hi I would like to file a complaint on a seller whom has not helped in any way resolve a problem with an item that was delivgerd damaged to me. They have strung this out for near on 2mnts with no real attempt to help in any way.
