International item says it's been delivered yet I haven't received it & I can't select "not received

I recently bought an item from the UK. I was provided a tracking number which shows it has not been delivered yet eBay says it has in my purchase history and I can't access the notification selection 'not received.' I've messaged the seller and I am waiting on a response.
