Parcel Envelope arrived but the content inside is missing, what to do?

Not sure if this the right board I brought 10 packs pencil leads and the package arrived 2 days ago after the postie drove off leaving the parcel envelope in the mailbox when I pick up the evelope I notice the package felt empty and there were a tear near the suppose  seal opening. I took some photos so I have some proofs before I went to my local post office to compliant  one of the employee say he can't ask the  postie did he steal anything he say the headoffice will do that and get me to fill a compliant form and took the empty parcel envelope with him.

 

I doute the Post Office gonna find the stolen items. I email the buyer and explain what had happen so far no reply. What else can I do?

I pay with PayPal if the buyer dosen't communicate should I dispute item not as described? Your advice is greatly needed.
