Postage - discrepancy in price

Greetings, I recently bought an item with $12.50 postage quoted. When it arrived it was in a thin envelope (the item was miraculously undamaged in a small piece of bubblewrap). The postage paid on the envelope was $1.20. Is it ethical/legally correct to quote for postage, and then pay subtantially less when it is posted? Am I entitled to ask the seller for a $10.00 refund?

 

Please advise, as I have never struck such a postage discrepancy before. I usually don't worry about slight discrepancies, but this is quite large when compared to the item price.
