I purchased two similar items from o/s and the seller has charged postage on both ( small ) items. Is this allowed ?

I have found that postage cost is based on weight and volume, and most sellers try to minimise this for the buyer. 

This seller has charged postage twice for two similar items, my expectation is they would be packed together, and not attract individual postage costs.

This makes the purchase not economically viable at around 33% of the total cost.

Is this appropriate to charge the individual postage for all items in an order?

Yes, it is allowed.  You need to ask the seller if they combine postage and give a discount.

As long as the postage is reasonable for the individual items the seller is not obliged to give a discount for combining them.
