Ah, you’re yet another eBay member who clicked onto the SmartyCash thing expecting to get money off, without reading the terms and conditions? It’s not eBay who’s charged you; as far as I understand it, it’s SmartyCash. Go to the T&Cs in the email confirmation and contact SmartyCash.

the first payment - left out the Intl Visa fee of $0.09 with the fee of $3.00 taken out of my bank a/c on 18/9/2022.  All up a total of $22.65.  Please pay immediately or legal action will be taken.  Cancel all debits in future as your company was not given authority to debit money from my A/c.
