Spending WAY too much time figuring out and following eBay instructions on how to set free postage.

Spent too much time trying to follow redundant instructions it seems on eBay to try and set free postage. Why is it so difficult to do this task?   The instructions should make sense and be easy to follow. Surely it’s not rocket science.  Why are the instructions actually not making sense?  It shouldn’t be a riddle that takes a few hours to understand.  Like really
