Why does eBay not allow photos to be attached to eBay messages?

I purchased two items from an eBay seller. I was provided with a tracking number. I received notification that the items were available for collection. I collected the package. When I opened the package only one of the items was in the package. I assumed the seller had sent the items in two separate packages. I waited a couple of days then decided to contact the seller. I was informed that all the items were sent in the one package. The seller asked me to take photographs of the package and send them on eBay for them to check. I attempted to send the 2 photos in a reply to the sellers message. When I attempted to send the message I was told that it was in contravention of the eBay policy and that eBay would not send the message. Once I deleted the photos I was able to send the message.

I have tried sending just the 2 photos. I have tried sending them individually. I have now made several attempts to send the photos but as soon as I try to send a message with a photo attached, I get a message to say my message can't be sent. Text only - no problems.

 

Is there any logical reason why I cannot attach the images?

 

Is there any reason why attaching an image makes the message violate eBay policies?
