Hi.
How do I get a buyer to close a eBay case after they have been supplied the Tracking Number that
clearly shows that their purchase has been delivered.
Until the case is closed I have PayPal funds that are not available to me.

Have you asked the buyer to lodge a dispute/complaint at the post office?
A buyer is very unlikely to close a dispute *if* they do not have their purchase
It shows delivered but it does not mean *they* have gotten it. Yes, they could be well one of the dodgey ones. It might have also been stolen after being delivered
Have you also asked them to have a good check around their property, in case the postie 'hid' it out of view/the weather
I'm assuming you sent it to the address in paypal, and one would hope the buyer has their correct details in there (BUT there are many who don't/don't remember to update their address when they move)
Please keep a record of all intereactions with the buyer (and only through ebay messages) in case they *are* telling fibs so you can cover yourself
