I recently sold an item and the buyer paid, I got an email from PayPal saying:

You've received a payment of $xxxxx from xxxxxxxxxxx

The funds you receive from eBay sales may not be available for up to 21 days. This could be because you are still yet to meet eBay's selling and PayPal's risk standards. If the buyer reports an issue, the funds may be held for longer.
Help get your funds faster
- Ship using eBay's integrated shipping carriers (USPS, UPS or FedEx) and manually enter your tracking information on eBay.
- Mark your items as shipped on eBay.

Now when I log into PayPal I see the payment is currently in a withheld state, so I figure they are just withholding it under their "21 Day" thingy they do, but then when I click on the transaction for more info it shows the payment status as PENDING and says "Wait, don't ship yet".
So I am getting conflicting information, the email from PayPal tells me I should ship now whilst the PayPal site says to not ship yet!?
Any advice here!?
