Confused over ebay suggested wait date and claim expiry at PayPal

When I looked into contacting seller regarding item not arriving, I choose the option ebay supplies.. "didn't receive item" and was offered a wait date before contacting seller, regarding issue. (stating distance may take longer for posted item to arrive) I've waited until the suggested date, only to discover that my item is definately missing. After contact, seller wanted my email to reimburse me. PayPal suggests not giving emails to sellers for security reasons. I told the seller about this but they insisted that's how I'll be reimbursed. I tried to put in a claim with PayPal but little did I know at the time that there was a 45 day limit to claims, beginning from purchase date. How can a person do both? Waiting date outdates PayPal's limited date to claim.
