Ebay purchase amount is different from payment pending on my account

Problem with Ebay purchase from Seller REMOVED

My original total purchase from Gandakorea on 12th November at 5.28 pm was AUD $40.91 including gst and currency coversion from USD to AUD (details of purchase are attached to this document, a summary snapshot provided in text) below

However, I have two payment transactions pending on my account for this one purchase totaling AUD $42.79 (not AUD $40.91)

One is from PAYPAL for GST AUD $3.88

One is from GANDAKOREA AUD $38.71 = AUD$42.79. 

Why two separate payments? I did not authourised this extra AUD$2.79, so it is fraudulent. Why has the one purchase and one transacytion become two with a different total?

 

The bank said to contact the seller, the seller said to contact Ebay.

 

I really hope you have the authoriy and power to clear this up and explain what is going on. I did not authourise a seperate GSTpayment to PAYPAL. GST was included in my original purchase with seller. But neither I did I authorise a purchase price of AUD $38.71 from ganakorea - it was AUD $37.19 (plus GST AUD$3.72) 

 

I have attached the order details. I would have attached the two pending tarnsactions on my account, but you only allow one attchment. You obviously need to see these as well.

 

Please address this at your earliest convenience and advise Seller tpaypal or whoever is responsible to credit my account the AUD$2.49 - this is not my oversight , mistake, fault or responsibility to fix. Its fraud.

As gutterpunkz has mentioned, the exact amount charged in AUD can change due to fluctuating exchange rates. Was the summary an eBay summary? If so, the Australian dollar amount shown in the order total would have included the information that this was based on current conversion rates.

 

Even now, you can go to your purchase summary and see orders where the seller's currency is other than AUD (i.e., an overseas seller), with a little orange flag symbol orange arrow symbolnext to the dollar amount shown.

 

When you hover over the orange arrow symbol, the following text appears:

eBay's conversion rates may not be exactly the same as PayPal's conversion rates, and don't include PayPal's foreign transaction fees. If you're buying from a seller whose item was listed in a currency other than AUD, you should take it as read that the eBay summary shows a converted AU dollar amount and that the actual amount paid may vary slightly. You should also take into account that the eBay summary doesn't show any other fees associated with the amount you pay - i.e., PayPal's conversion fees.

 

If you prefer, you can change your preferences in PayPal to have your bank handle the conversion; then your bank will charge their currency conversion fee. Some people say that PayPal's conversion fee is lower than their bank's; I myself find my bank's conversion fee more favourable (slightly) and have that selected in my PayPal account.

 

As kopenhagen has said, the GST component of your overseas purchase is processed separately as that goes to eBay, not to the seller. eBay is treated as the supplier for the purposes of collecting GST on low value imported items in the recent-ish legislation, and it remits that GST to the ATO. That's why you will see two separate amounts for the one (overseas) purchase.
