Help I keep getting error code 70248 when I go to confirm payment! I can't pay for my purchases and its making me feel sick

I have recently updated my pay pal account not sure why I can't confirm my payment. Ebay says, sorry we were unable to procepayment request. Please try again you may need to retry your checkout.
