How can I cancel for paid item since I cant send the item because it's missing?

Hi!

I want to know how to cancel our transaction because I can't locate my item to be sent to the buyer? The buyer sent payment through Paypal. And how Ebay will not charge me for such transaction?

I'm hoping for your immediate reply regarding the foregoing.
