How can i dispute a charge from ebay

I recently listed a camera for sale on ebay using the $1 final sale value fee promotion weekend, the sale was successful however winning bidder never intended on buying, then the item was relisted, this time it genuinely sold.

I am now looking at an invoice from ebay for approx $55.00 purely because the first winning bidder did not pay. Very unhappy!. Ebay still promote every weekend the $1 final sale value fee promotion!

Did you also re-list the camera during the promotion?

If not, then unfortunately the FVF applies.
