How can i get a refund? Its been past 45 days so I can't open dispute. Seller is no longer a registered business. Have I lost my money?

I've waited 3 months for my product and haven't recieved it The seller is no longer a registered business. I can't open a dispute because its past 45 days. Its difficult when you think you the product will be posted to you after the seller says they will post it out and then you don't get a response the second time round. Is there anything I can do to get my money back or should I kiss my money goodbye?
