I did not receive my refund

So about two months ago I bought a few items of a seller from overseas as a guest through paypal. I had waited for the items but didn't receive them so I contacted the seller and asked for a refund. The seller claims to have issued a refund and when I checked my credit card balance it was not there. I tried to contact the seller afterwards but I could not because the seller had removed the item of ebay and the item is "Not a valid item". So I decided to contact ebay but I also couldn't because of the same reason.  So now I have no way of creating a dispute because the items "does not exist" and I don't know what to do.

I would appreciate any help please.
