I use a single load prepaid card which is you can put money into it say for an amount $60 dollars and you can only use up to $60. Well I bought an item on ebay and it hasn't came because the guy said there wasn't any and it was frustrating. So recently he said he has given me a refund back to the single load prepaid card that was paid using that card, and when i checked the balance it was 0.01. I put in $100 dollars for payment and it doesn't show refund. Can it be refunded or not? thanks
