If Australia Post loses parcel does Paypal refund

I'm just wanting to know what happens after Australia Post loses a parcel from UK. It has tracking number and shows that it is in transit for 3 weeks. The seller has started all the correct procedures and as they have done everything correctly I wonder if there is any chance of getting some refund from either Paypal or Australia Post. Thanks,
