My sold item has been delivered, why can't I access my money

why does the money not get released when my sold item has already been delivered (Australia Post)

If you have not sold anything for several months you are considered a 'new seller' (even if you have been on ebay for 20 years) and when a buyer pays a 'new' seller by paypal, there is a 21 day hold on the money

Apparently, if you have uploaded tracking which proves delivery , you can phone and request the funds be released (so I have read, I have never actually done it)
