Packaging and delivery

About 3 weeks ago I ordered and purchased a set of civil war books from USA.   When my package arrived, the cardboard box was an absolute disgrace. The bottom half of the box was wet and had holes as well due to the wetness. Once I opened the package, I discovered the books had only been wrapped in paper and the books in the bottom half had suffered water damage. These books are drying out around my home.  If my purchase had taken another two weeks to arrive, I am pretty confident, 12 out of the 28 books would have suffered permanent damage.

 

Books are heavy to transit, therefore you would assume the packaging would be considered in the process. This was not done in my case as the paper wrapping was wet, the paper used as packing material inside the box was also wet.  There was 1 plastic bag in the box folded up.

I purchase books from overseas and have never had a problem before as they have arrived in an excellent condition due to being appropriately packed. They have always been in foam and plastic wrappings. Oh, if this had happened for these books as well.

 

Is the seller the person who does the packing of the items and then the Global USPS responsible for the transit of the item.

 

I have been in contact with the seller who has replied, however I want to know the answer to my question above,before I take this matter further.

I have been looking at the problems of other buyers and it seems this global system of delivery is not up to scratch.I did take photos of the box for my record.
