PayPal has "double dipped" when settling a dispute.

The Post Office lost my customers parcel. I refunded her the postage costs and asked her to file a dispute with PayPal for the cost of the item. When the dispute was filed PayPal took the funds from my account.When the dispute was settled they took the cost of the item (minus postage) out of my account again.

I know I should have just absorbed the cost myself and given my customer the money right away (penny wise and pound foolish).

I have written PayPal twice asking for a refund but they have not answered my mail. Any advice?
