PayPal preferred payment option; yet I have to select PayPal over CreditCard every time. Why?

Every time I buy something on eBay and check out, credit card is ticked as payment option.

I have set in PayPal that my preferred online payment option is PayPal and not credit card.

What do I need to do in eBay to to have PayPal as preferred payment method?

I think credit card is automatically selected if you do not have funds available in your Paypal account.  You would only have funds in your Paypal account if you had sold something OR transferred money into it.  I have bought many times from Websites that are not connected to eBay, without any funds in my Paypal account, and have selected Paypal as payment method, and it goes straight through to the Paypal site and I only have to log in there and click "PAY" (it then takes the funds from my debit card)  If it were to go direct as a credit card payment, then I would be asked to put in my credit card details etc.

When purchasing on eBay, sometimes I have funds in my Paypal account, sometimes not, I always go with the default setting that comes up, and have never had any problems. I always just make sure to have funds in my bank account as it is a debit card attached, and not a credit card.

I would check your account settings again, maybe unset and reset them. I presume you have eBay and Paypal accounts linked? Otherwise a phone call or two to eBay and Paypal and they may be able to work it out.  Seems to me it is something in the settings that would be causing this. It looks like you haven't sold anything for over a year, so I presume you have transferred money to your Paypal account?
