Paypal claim?

Hi I started a dispute and esculated it to a claim about a week ago because the item I was sent was nothing as described and also faulty. The thing is the buyer finally provided a reason on the last day of the deadline for him to reply and now Paypal has completly skipped over the 'requiring your action' part and gone straight to reviewing the case. Was wondering if this was normal? and the outcomes this usually brings?
