I got an email that says that I have to send the package off and send a tracking number to PayPal to receive my money. It looks like an ebay but the email address seems abit off it's a @gmail.com address. Is it a scam?

Its definitely a Scam, the whole scam and nothing but a scam. Delete the email, add the sender to your spam filter and ignore it, they would send these emails out to 1000's of random addresses hoping they will get a hit.
