How can I return the money?

I am in 13/5/2018 payment ordered a item (rooting powder) ,

but so far no goods have been received.

It was subsequently received by the Australian Customs Department that the root powder was a prohibited entry in Australia.

How can I return the money?

In addition , also invites Your company prohibits overseas sellers from selling Australian customs bans on the sale of imported goods on EBAY.AU , Lest both the seller and the purchaser incur losses.

Thank you!

yatminyeun_0, you purchased from a Chinese seller with 98.3% feedback score; that is far too low a feedback score for a high-volume seller. (High-volume means that the seller sells many items.)

The minimum feedback score for such a seller (in order for me to feel comfortable in purchasing) would be 95.5%.

But more importantly, you should not be trying to import such items as a "root-growth stimulant rooting powder". That is a biohazard. Have you been checking on the news lately about the varroa mite that has recently been detected on a ship at the Port of Melbourne? And the Panama TR-4 disease which is a huge threat to bananas in Queensland? Australia is a land of precious resources and plants. We cannot afford to let biohazard threats come into this country.

Now, you ask about how you can go about getting a refund. You can't. If you buy an item and it is seized and destroyed by Customs, that is your responsibility and your loss, not the seller's responsibility and/or loss. You can read about buying plants and seeds on eBay on this help page. Quoting from that page:

Spoiler

The sale of live plants and seeds is heavily regulated in Australia because of the risk of introducing pests and diseases into the country.

Live plants and seeds detected by the Department of Agriculture and Water Resources that are not permitted will be confiscated and destroyed. Mail entry points into Australia (including air courier) are monitored by X-rays, detector dogs and manual inspection of mail articles.

Additional information on the import conditions surrounding live plants (nursery stock) and seeds and applying for an import permit can be found by searching by species name on the Department of Agriculture and Water Resources Biosecurity Import Condition system (BICON).

For information and the full list of Victorian State prohibited weeds, please visit the Agriculture Victoria website

You can also read the International trading policy page and check the information there for buyers. Quoting:

Additional information for buyers
Items must comply with import laws

Make sure you can lawfully import the item into your country before ordering it. Each country has different laws that limit the types of goods that can be imported. For example, your country might have restrictions on foods, plants, clothing or even books that might result in the seizure and destruction of the imported item.

Also check International purchases and postage for buyers, which states "if additional duties apply to your order, you may still have to pay customs duty or import taxes when your item arrives." In other words, additional costs such as customs duty will be the buyer's responsibility to pay, not the seller's. It's also specifically stated on the International postage for sellers page: "Generally, buyers pay any additional costs associated with international purchases, such as duties, taxes, and customs clearance fees." By implication, anything that happens to  your item, if it is destroyed by Customs/Australian Biosecurity, is your responsibility, not the seller's.

Finally, you would have known that this item couldn't be imported into Australia, just by checking the seller's negative feedback. I've listed some of the relevant negatives below:

In future, PLEASE do not try to buy this sort of item from a seller outside Australia! An example of an item for you to buy is Yates 15g Plant Cutting Powder, which is only $5.20 from a popular large Australian company.
