PayPal Chargeback Scam & ARL Debt Collectors

I have a paypal account on a balance of negative $102 AUD which I refuse to pay because the buyer received the item and then chargeback on me (Unauthorised. It has been a month since the case closed, and today I receive a mail from Australian Receivables Limited (ARL) which tells me to pay the same amount Due To PAY PAL (not PayPal) and also gives me an account to their website, is it another scam ? I sent that item by AusPost Regular Parcel 2 months ago, can i get a proof of shipment. And if i get it can i send it to PayPal to resolve that negative balance (the case is now closed). Guys please help me I don't wanna pay that **bleep** money while the scammer is enjoying the item. And will I have to go to court if i don't pay to the ARL Debt Collectors ? This is extremely serious because I'm just an International student living here by temporary visa.

The ARL message is a scam which we have reported to ACCC and ACMA. We don't owe anything but we got an SMS that says it is from this debt collector, but we have checked all our creditors and none of them have passed the debt to them, so someone else is trying to defraud Australians. Just forward your SMS to 0429 999 888 or emails to report@spam.acma.gov.au and DO NOT act on the messages. There is a strong legal process in place for debt collection in Australia and it does not involve phone, text, or email harassment, or knocking on the door either. You can demand the creditor contacts you only by mail and they must immediately "cease and desist" from using other methods. The creditor must have sent you at least two verifiable postal letters in consecuitive months (i.e: registered) and then a Sherrif's posted letter (also registered) before any legal action can commence and even then you can settle it with the Clerk of the Court or appeal. There is NO LEGAL PLACE for phone, text, or email threats, callers at the residence, or other Mafia tactics. CALL THE POLICE if you get any of this. Get someone to help you if you are being harassed. DO NOT PAY AUSTRALIAN RECEIVABLES LTD fir anything.
