I have been charged $48.99 twice now for an unauthorised transaction that I have no idea what for. I have never used EBay to sell anything, unable to contact anyone to get an answer. PayPal has palmed me off to Ebay which has been no help at all. Happy to take my money, but, completely brushed me off for answers.

That is the charge for not cancelling the ebay Plus subscription before the date it had to be cancelled by
Outlined in the t&c when signing up for the free trial
Have a read of the many posts on here from people who sign up without reading the t&c and then are outraged when they are charged the fee that it showed they would be changed if they did not cancel
