Refunds for postage when sending "not as described item" back to China

I just found out that there is a scheme you can sign up to and you can claim several times a year for getting reimbursed for the return postage, even when the seller is in China. 

Has anybody used this scheme?  I used it once for item in Australia. 

They say they "might" reimburse, once they approve it, after it has been already sent.  Considering that I am just about to pay $32 postage for $35 **bleep**py not as described dress, I wonder if people actually get their money back.

Are you perhaps referring to the PayPal offer ?
