I am having trouble with a seller and can not seem to find how to contact EBay anywhere. I have looked under everything I can think of and it just takes me back to the same pages.
How do I report my issue so eBay can help?…

Or post your issue here (without naming the seller, which is not allowed)

And 99.9 % chance you will get better help/advice than you will from CS staff who read from a script on their computer screen

If you really want to talk to them, scroll down to the bottom of the Help page and you will find Live Chat. It is the only option to talk to them at the moment.
