If it's an eBay discount voucher then no it's not the seller's responsibility to sort it out.
eBay discount codes are often closed before the original end time, it's in their T&C's that they can do that.

It sounds like eBay offered a discount code (not the seller)
Is that correct?
IF so, it is indeed not the seller's responsibility (if that is what you were going to say) so they are spot on
Did the item meet all the t&c of the discount code (if that is what it was)
OR
Was it the seller themselves who offered say a % off if you buy x amount?
