Does the original system still exist, Free Registered Post, all finances' through PayPal, Padded packaging purchased from Australia Post. Does this still apply?

Registered Post was never free, and still isn't.

Paypal is a relic of the past.

Packaging is the seller's responsibility, so your choice of packaging is still available.

You will need to sign up to Managed Payments and submit to a 21 day hold on your funds until you have reestablished a track record.
