Why I have pay selling fee if II do NOT received payment

Hi,  Recently I have received Pay Pal invoice $49 (selling fee). I have sold a item Camilla DAINTREE DARLING kimono  and did Not received the payment. Why I have to pay to eBay sell.ing fee.

Did you open an unpaid item dispute?

If not, that is why

eBay consider something sold the second it sells

They have no idea the 'buyer' did not pay if the seller does not open the unpaid item dispute

(and IF you did open one, did you close it again after 4 days confirming that the 'buyer' still did not pay?

Same for all sellers
