Why am I charged a listing fee for ended listings due to errors with no buyers, bidders or watchers?

As my question says.

Basically I ended at least 2 listings almost immediately after posting them due to errors. They both had no watchers, bidders or buyers, and yet I'm still being charged a final value fee????
