No different to providing points of id to a bank or paypal, it is to protect you and your account, no nefarious reason.

I don't believe this, payments will no longer go to PayPal accounts abd directly into our bank accounts. Why? Tax department has access to everyone's bank account that's why?

@retiques. Are you saying you don't declare income on eBay sales? Do you think this is legal? If eBay have closed a legal loophole (at Government direction) no sympathy from me.
