Are you talking about PayPal threatening to / or have done to close your account unless you provide extra details such as photo ID?

There have been issues with this. People having their accounts frozen. Sometimes this happens when there's about  $100 that has been put in by another person.

Sometimes this happens when there's about $100 that has been put in by another person. They will not free up some accounts that have been used for years until photo ID etc. is uploaded.

I personally know someone who has had this happen to them. I also know of 2 members here that have had similar issues. There have been discussions about this.
