eBay gift cards not being refunded when you have returned an item

I've had problem when I have many ebay gift cards and if I have to return an item eBay isn't sending me my gift card portions.  It's at the point I'm going to get another agency to help me.  I keep getting the run a round from ebay CS.  Over eight months on one error.  Feels like they are trying to keep the money.

Perhaps they are trying to keep the money... but not here in Australia.
