One has to sign up for eBay Plus, it does'nt just 'happen'
As you indicate it was not you , then you will need to get whoever else uses your account and who signed up for it to pay the money they owe, and them tell them to cancel (it is not a turn on and off thing, there is a process to sign up for it, as there is to cancel it)
