PayPal Pay in 4 isn’t set by eBay; it’s set by PayPal, depending on whether your transaction history qualifies you for that option.
You could try adding something to your cart, selecting PayPal as your payment option, and seeing in the PayPal pop-up window whether or not there is the option to pay in 4. If not, hit the back button.
