payment from buyer has not come through via paypal yet ebay has taken their selling fee for item

how do i resolve payment not coming through yet ebay has taken out selling fee, i cannot cancel sale as time frame has passed to do this, ebay site says payment initiated but nothing has come through paypal since 26/3/2020.
