paypal wont accept a PO Box number when you try to pay

I have tried to buy a water pump and when i filled out all the details for payment paypal came back and stated that they do not accept PO Box numbers, it has to be a residence address. I contacted the seller and he had no problems mailing it to a PO Box.

Three times i tried to make the payment and failed. I phoned Ebay and they confirmed Paypals policy and now i have three pumps to my name and EBay sending emails to pay up.I live in the country and do not have a street address and have purchased many items from online stores with no problem. Ebay should have this stated on the home page that they dont accept buyers from PO Box Numbers.
