sorry if this seems a dumb question, but what does "issue refund" mean? I sold something for $463 and it seemed the buyer paid Paypal $451.

I sold an item for $463 and it shows up against the buyer's name as $451.59 with the words "issue refund". what does that mean? Is it the Paypal commission?  I can't see where to find the commission. Sorry for such a dumb question
