what do I do when a new buyer says they need to set up a paypal account before paying?

I had a newly registered buyer make a winning bid on an item that ended on 11/7/13 which had paypal specified as the payment method. They then messaged me asking for my bank account details for payment which I refused especially as they are new to eBay with no feedback ratings. Told them they needed to pay with paypal and agreed to negotiate waiting for payment and give them the benifit of the doubt. They said they would set up paypal over the weekend and pay me when it was set up - I messaged them today and asked what was going on to which they replied "i have set it up but i am having trouble with linking it to an account, that is why originally i ask if direct transfer was an opinion, then you would of had it within days, so i am waiting on a respond from paypal help desk".

 

I've never had this problem before and don't have much seller experience, I have no idea what to do. Just wrote back "Thankyou for responding to me re your payment status. Direct bank transfer is against eBay policy which is why I specified paypal, please keep me updated on your paypal account status."

 

I'm totally lost want to give them the benifit of the doubt but I'm worried I'm being scammed help!!
