I got a phone call from 'Daisy' from Ebay saying that there is a suspicious gift card on my account and its from California. I asked for her credentials and she gave me an employee number. It seems like fraud. Do Ebay call customers like this?

The phone call you received was a scam.
The intention is to make you afraid that your account has been fraudulently accessed and that something has been purchased on your account by someone else. It’s not true; the scammer wants to convince you to give them access to your computer or device by downloading a third party app which will give them total access. “Supposedly” the app will be a “secure server” so that they (the fake eBay people) can refund you.
It’ll probably also involve the old “we refunded you too much so you need to repay us with gift cards” scam. This will involve faking transaction entries in your bank account so that it looks as though you’ve received thousands in a mistaken amount.
The whole thing is a scam.

Don’t engage with such scammers. Don’t give your details; don’t confirm details; don’t say anything. Just hang up in future. Don’t call them scammers; don’t play with them; don’t seek revenge; don’t swear at them; don’t call them back. Just hang up.
Scammity scam from Scamville.
Criminal scam groups buy scripts and train their “employees” (who are either willing or unwilling participators) in the scenario.
Any phone number they give you for eBay will be fake. Any employee number they give you will be fake. The sense of urgency they create will be fake. There is no transaction - there are no gift cards bought in your name.
The scammers want to get any and all of the following from you:
1. access to your device;
2. your money;
3. your ID information;
4. anything they can use for password-guessing (such as favourite car, pet’s name, mother’s name, etc.
The instant you realise it’s a scam, disengage. Give no information. Before you realise it’s a scam, be wary and give away nothing. The more you talk, the more information you leak.
