There are 'No returns', it is a BNWT top.All tags still attached .It didn't state "Ladies Size 12.Just had Size 12. "Can I dispute this seeing it didn't fit and try for a refund?

You have no grounds for a dispute, and as you have already left negative feedback, I doubt that the seller will feel the need to helpful either. You bought a size 12 top and received a size 12 top. There were no measurements in the listing, so you should have either asked for them, or not purchased. All questions need to be asked before purchasing.
