Why is there a monthly payment of $8.80 being taken out of my bank account without my authorisation an explanation would be welcome

What does it say the charge is for ? does it actually state it is eBay related ?
If it is coming out monthly, have you questioned your bank?
Do you have another selling account where an item keeps re- listing ?

What does your account statement say? Does it specifically refer to eBay?
Without context or further information, I don't think any of us on the boards can tell you what this payment might be. sandypebbles has posed some suggestions (e.g., do you have another account which has an item relisting?) If you do want to post some further information, as long as it doesn't breach your privacy, we may have some ideas... Otherwise, as katistrophik has said, you will need to contact eBay Chat.
eBay's phone help has been disabled for months. There was a notice on the relevant Help page for quite some time, stating that the call centre was down due to COVID-19 health precautions. Check this page to read that:

Contact eBay to find out what it is for. Help at the top of the page and scroll down to Live Chat, they may be shut on weekends, but they will be open tomorrow.

Good, as you can't even spell it, you are unlikely to be able to use it. Refer to kopes' answer, which is almost certainly the reason. You could, of course, actually look at the eBay invoice. It will tell you exactly what you are being charged for. Admittedly that will negate your outrage, but that's life. And online trading.
