I am in Australia - the vendor is in Montana, USA. I have a 100% feedback score from 200 purchases. I paid for an item through Paypal on 25 June, then the vendor increased the quoted shipping price by 125%. I told the vendor I was happy to meet halfway on the increased shipping cost, but he said it was his mistake, would absorb the loss and just wanted positive feedback when I received the item. After several message exchanges and his continuing assurance the item was posted, on 27 August he claims the item wasn't shipped because his wife "didnt file the right forms." In this correspondence he stated he "will send" the item and also refund payment. Okay, the item hasn't arrived yet (probably take 4-6 weeks), but in the two weeks since stating he would, has not refunded payment through Paypal. The item period has since closed on eBay, so I cannot open a transaction dispute. Can I seek a refund through Paypal? Any ideas guys? David
