International Promotional Postage

I have a promotional postage rule that says if you spend over AU$30 you get free shipping, which I'm happy to offer domestically, but it's costing me money when international buyers are spending over AU$30.

Now, I still wanna be able to sell internationally as well as domestically, however I don't wanna offer the free shipping internationally. So is there a way to prevent the promotional postage rule from applying to international sales?

Put in the listing the free shipping offer is ONLY to Australian postal address and please ask for postage cost for OS shipment.

Or simply do not offer free postage at all and if it is posted to an Aussie address you can refund them and say as you spent over $xx postage is free.
