Printing international labels

I sold yesterday expensive item to USA and the option to print label was not there.  I hoped it is just Friday's gremlins so I waited for 1/2 the day but the function did not appear.  So i had to manually address it, fill all the paperwork at the PO and then enter the tracking manually in to my eBay sold items. 

What is going on?  I have sold to Canada before, and printed out the label.  So why not for USA?

I did not think ebay offered a postal service anywhere but to Australia, the only service I know of where you can fill out and pay for the postage and print the labels is AP's service that is run in cnjunction with click & send, I think from memory it is called pack & track or similar.
